Treasurer Report by Terry De Long, Oct Bank Statement Deposited $1381.39 from fund Raiser on 11/17/15 at Connie’s Restaurant, reported on information concerning 501c4. Terry is working on that with an accountant in Rexburg, Melanie Sutton from Schwendiman, Sutton and Simmons office. Ken commented, it will be a better fit for our group.
Greg Bitters: read the Vision Statement as it is at this time. Will be added to as discussion and decisions are made to what it needs to say.
Discussion that we may need a Mission Statement for the Working Group and also a separate Mission Statement for the Coalition. They will work together at this time but they may have different goals in the future.
A Vote on the mission statement was tabled for further discussion.
A discussion regarding a definition of Western Lifestyle. Needs to be very specific and more defined.
The Vision and Mission Statements need to be added to and agreed upon before completion, and voted on.
Discussion regarding Definition of Multiple Use would be for our area. Ken asked question of the audience, Liz Davies joined the discussion and explained what the Forest Service definition of Multiple Use was. More discussion needed on definition for Multiple Use for our group.
Copies of the slide show will be provided, Ken will e-mail everyone.
Multiple use definition: items were added as discussion continued: Outfitting, Guiding, Firewood and Timber Harvest, Christmas Tree Sales, Photo’s, and Filming.
Events in the area, Required Permits.
A broad description of multiple use is required in the legislation. It is probably not practical to list all the uses.
Spoke to the yellow sticky which outline what should be protected. The categories are: Natural Resource, Social, Geology, Recreation. Still working on Lists: Everyone needs to add to this as the work progresses. Need to address Mining, Power Lines, and Cell Tower Communications. What and how we want this Legislation to accomplish.
Senator Crapo’s staff, John Hoehne, Mitch Silvers and Kathryn Hitch, spoke on Senator Crapo’s ideas of how to help and to protect Island Park and Fremont County. Legislation discussion with the group, wants to make a public law at the Federal Level. Explained the process they use to help us to have successful Legislation. Senator Risch will lead this at the Federal level.
They explained the process on the voting. Our Legislation could be joined with a Lands bill to be successful.
Mitch Silvers discussed how long the SNRA took to pass, and some of the process.
All different and diverse interests have to be at the table and be represented. Everyone will have to work together to get this balanced legislation past. It has to be written so both parties will vote for it. Rep. and Dem.
The Island Park Community needs to agree with what we are trying to do, there has to be transparency between our working group and the residents of Island Park and Fremont County. Add members to working group to make sure everyone is represented.
John said, our group is working very fast and getting a lot done for the short time we have been getting a working group organized. It is also very important to have the local government and the board of Commissioners working with our group.
The working group will consider what entities, with local and regional interests need to be approached and invited to the group, moving forward.
What was initially to have been the second phase of our work schedule: introduction and designed conservation initiatives and projects that would create a balanced multi-use-conservation legislative package, has now been suggested to be engaged as a parallel track process, to best achieve successful and unopposed legislation.
Values shared by working group and conservation groups may not be so different once everyone is working together. There will be many discussions, to get an agreement between the groups for the final verbiage for legislation.
A discussion held about about having an even playing field with conservationists groups and being open and honest about what they want when they come to the table and join our working group.
Ken asked for more discussion regarding the lists that we have needing more substance. This is a working group, more information will be added as the group progresses forward.
Work on getting resources to pay for a facilitator. May need to get several different facilitators. One for general meeting. One for smaller meeting. Will check on getting resources from the state.
Suggestions of who to invite to our meeting; Nature Conservancy, Teton Land Trust, Henry’s Fork Legacy, Greater Yellowstone Coalition, Idaho Conservation League.
